One canonical record

The Property Record

A clear home for a property's identifiers, sourced facts, evidence, history and sharing decisions.

What this means in practice

The record is organised around a stable Property Identity. Addresses, identifiers and facts can change, but corrections do not silently create a second authority or erase what came before.

Identity is not ownership

A UPRN, address match or supplied document can help identify the property. None of those things alone proves ownership, title or authority to act.

Facts keep their source

Each fact can show where it came from, when it applied, its verification state and whether it is private or approved for public display.

History remains visible

A correction creates a versioned change, so authorised users can understand what changed, when and why.

Publication is separate

The draft preview contains only proposed public fields. An authorised person must explicitly publish it; the private workspace is never published wholesale.
